
On May 20, 2025, the U.S. Section of the International Boundary and Water Commission and the U.S. Environmental Protection Agency announced the acceleration of an incremental expansion of the South Bay International Wastewater Treatment Plant's capacity from 25 million gallons a day (MGD) to 35 MGD. Originally planned to take two years, this critical increase is now on track for completion in just 100 days. This strategy should deliver immediate benefits by removing more sewage from the Tijuana River, which has been primarily responsible for the beach closures and odors that have long affected the border area.



The expansion of the South Bay International Wastewater Treatment Plant, combined with wastewater infrastructure improvements in Mexico under Minute 328, is intended to eliminate up to 90% of untreated wastewater reaching the coast.
