Mexico informed us early this morning Pump Station CILA was not able to divert peak flows into their intake system in the Tijuana River Channel and nearly 109,000 gallons were bypassed to the US. The Mexican Section stated that CESPT is in the process of making improvements to the Pump Station with the recently announced funds that the Mexican federal Government made available.

The Mexican Section informed IBWC that Pump Station CILA was activated yesterday at approximately 6:00 p.m. Flows in the Tijuana River will gradually diminish over the next few days.

The U.S. Section of the IBWC was notified at approximately 8:00 a.m. Mexico installed new electrical equipment at Pump Station CILA. The technicians installing the equipment partially shut down the pump station during the installation for nearly one hour. Approximately 300,000 gallons of Tijuana River water exceeded the capacity of the Station during the installation and entered into the United States. This new equipment will assist Mexico in the operation of Pump Station CILA. Note: Normal Tijuana flow consists of groundwater, stormwater (if applicable), untreated wastewater and effluent water from Mexico's treatment plant.

Mexico informed the IBWC that Pump Station CILA suspended operations on Feb. 14 at 9:00 p.m. due to increased flows in the Tijuana River due to yesterday's rainfall. Mexico will report to the IBWC when service of the Pump Station is operational again.

Mexico informed us that between 6:00 p.m. Feb 10 and 1:00 a.m. Feb 11 the flow from the Tijuana River exceeded the pumping capacity of Pump Station CILA which resulted in flow at the International Boundary, consisting of approximately 665,000 gallons. Note: Normal Tijuana flow consists of groundwater, stormwater (if applicable), untreated wastewater and effluent water from Mexico's treatment plant. Mexico has reported ongoing electrical issues are affecting the ability of the motors and pumps at the station and a new motor control center is expected to be installed within the week to assist in maintaining a consistent plant operation.

Mexico reported a partial electrial power failure at Pump Station CILA this morning between 6:00 a.m. and 8:00 a.m. Normal Tijuana flow which bypassed Pump Station CILA is estimated to be at 560,000 gallons. More information will be updated as soon as possible.

The Mexican Section staff notified us this afternoon that at approximately 3 pm (PST) an electrical malfunction resulted in a partial shutdown of the Tijuana River Pump Station. Emergency backup power was activated and full power was restored in about 20 minutes. However, approximately 780,000 liters (206,000 gallons) was bypassed to the Tijuana River. Further updates will be posted on our website.

Tijuana River Spill - There was an overflow at Pump Station CILA from 0245 hours to 0430 hours today due to windblown trash clogging the intake screen at the diversion. Approximately 220,000 gallons entered the United States.

Pump Station CILA Resumes Operation: Due to reduction in flows and sediment in the Tijuana River, CESPT resumed operations of Pump Station CILA at 1650 hours on 11/9/17.
